Yes, they do. Under the ACT Government’s Minimum Energy Efficiency Standards for Rental Homes, all rental properties must meet a certain standard of energy performance—especially with ceiling insulation. This regulation was introduced to help renters live in healthier, more energy-efficient homes.
Landlord Responsibilities
Landlords are required to ensure ceiling insulation is installed to a minimum R-value of R2.0 (or higher). This applies to homes built before 1997 that did not already have adequate insulation. If insulation is missing or insufficient, it must be upgraded to meet current standards.
When Does It Need to Be Done?
The requirement came into effect in April 2023. Landlords had until November 2026 to comply, or sooner if the property is re-leased. This means any lease signed from that date forward must include a home with compliant insulation, unless an exemption applies.
